opinion: the vienna declaration

This is the official declaration of the XVIII International AIDS Conference (AIDS 2010) to be held in Vienna, Austria from July 18th to 23rd. The declaration was drafted by a team of international experts and initiated by several of the world’s leading HIV and drug policy scientific bodies: the International AIDS Society, the International Centre for Science in Drug Policy (ICSDP), and the BC Centre for Excellence in HIV/AIDS.

substance abuse prevention: hugo's testimonial

One week with users who did not use, participating in workshops lead by Dianova’s staff, allowed us to think why we use drugs and to understand the situations that put us at risk. This is my testimonial of the fantastic program « Empowering My Life! ».  After two experiences, the first time as a participant and now as a peer support, I have seen many positive aspects to this program.

dianova to represent civil society as a member of the organization of american states

On February 28, the Permanent Council of the Organization of American States (OAS) has voted to approve Dianova as a registered civil society organization (CSO).

The participation of Dianova at the OAS will strengthen the network's presence on the American hemisphere and reinforce its relationships with the organization's state members. This achievement represents a milestone for the overall Dianova network at a level of, and parallel to, our status with the United Nations. For this is the reason we would like to thank all those who have made it possible, and in particular our member organizations present in the American hemisphere.

minister announced draft regulations on the certification of resources in addiction

The Minister for Social Services, Mrs. Lise Thériault, announced today as published in the Official Gazette, the draft regulations on the certification of resources in drug and gambling addiction.

MONTREAL, April 26 / CNW Telbec / - The Minister for Social Services, Mrs. Lise Thériault, announced today as published in the Official Gazette, the draft regulations on the certification of resources in drug and gambling addiction.  This publication of the draft regulations opens a consultation period of 45 days, after which the final regulations will be published.  The new regulations will come into effect June 30, 2010, but organizations will have until July 1, 2011 to comply with the new certification regulations.

consequences of the earthquake in chile

One of the most important earthquakes in modern history struck Chile during the night of February, 27, at 03:00 a.m. local time, registering a magnitude of 8.8 on Richter scale. The situation in Chile is extremely serious, the earthquake caused approximately 800 casualties and about 1,500 kilometers of coastal areas were affected by the Tsunami that came after the quake.

"methadone patients in the tc: a test of equivalency"

Dianova presents a scientific study that sheds new light on the treatment of patients on methadone maintenance treatment (MMT) in a  therapeutic community setting. The findings of the present study are consistent with what Dianova has experienced with its own methadone treatment program – extracts:

 “Results suggest that methadone patients can benefit  from TC treatment and respond as well as a comparison group”.

Methadone patients fared as well as other opioid users in TC treatment. These findings provide additional evidence that TCs can be successfully modified to accommodate MMT patients.

 “In addition to challenges about treatment philosophy, values, and attitudes toward methadone there is also additional cost”.

 “The results of the present study provide evidence that the implementation of these staff, patient, and therapeutic adaptations allowed methadone patients to be successfully integrated into the TC setting. These findings are consistent with those of De Leon et al. (1995) demonstrating that suitably modified TCs can be employed successfully with methadone maintenance patients.”

Open Letter

As a front-line organization and experts who work with people who use drugs, we endorse an open letter to express opposition to Bill C-15, an Act to amend the Controlled Drugs and Substances Act and to make consequential amendments to other Acts.  The letter considers that mandatory minimum sentences for drug offences represent bad policy for many reasons. UN - Drug Control Shows a Positive Balance Sheet

"from a historical perspective, the first century of drug control shows a positive balance sheet" said Antonio Maria Costa, Executive Director of the United Nations Office on Drugs and Crime (UNODC).

Demand for drugs has stabilized. A century ago, around 25 million people were using opium in the world - 1.5% of the world's population at that time. China faced an opium epidemic. According to official statistics, almost one quarter of Chinese men consumed opium in 1906, and around 5% of the total Chinese population was addicted. Today, around the world, the total number of problem drug users is around 25 million - less than 0.5% of humanity. The number of people who use illicit drugs at least once a year has been contained to 5% of the adult population - a much lower prevalence than for alcohol and tobacco. Deaths due to drugs are limited to 200,000 a year: one tenth of those killed by alcohol; and twenty times less than those killed by tobacco. "This achievement has been a century in the making: let's not unravel it by loosening controls on drug use", said Mr. Costa.
